New editions of W11 does not allow local accounts to be created during setup, but this is still possible with some changes on the system.
On the first run of the system, when it asks for the language or keyboard layout, do the following:
- Use the keyboard shortcut Shift + F10 (or Fn + Shift + F10).
- Select the new command prompt which appears.
- Run “oobe\bypassnro“.
- Laptop will restart.
- After choosing location and keyboard, on network step choose “I don`t have internet“.
- Choose “Continue with limited setup“.
- Enter user name.
- Enter password, if you wish, or leave empty.
